What if Philip of Mantes survives in 1123 and marries Empress Matilda and becomes the rival of Stephen would this strengthen or weaken the position of Stephen of Blois?

Mantes is the uncle of Geoffrey the OTL husband of Matilda..

Does your PoD implies Louis VI's death ? If not, I hardly see Louis supporting his treacherous little brother.

No, however, Philip of Mantes' problem is that he is illegitimate because the marriage of his mother and father are bigamous, I think a marriage between Matilda and Mantes would cause Matilda to pop a male heir who Henry I would acknowledge as the King..sooner so a child king who is not in infancy would be the heir to Henry II, the problem of this heir is if he tries to go anywhere near Eleanor of Aquitaine..
