WI - Electricity was never discovered?

What if before the original period of time when Humans discovered electricity (I forgot the exact year. My education is a bit fuzzy.), a thermonuclear bomb had been exploded in the upper layers of the atmosphere? Or something else had happened that caused the same effect.

Say, ASB. A space war was being waged over Earth for ownership between 2 alien species. They both destroyed each other and a stray nuclear bomb wandered into the atmosphere and exploded.

Would this prevent Humans from discovering electricity? Would Humans think that electricity wasn't real?

Effects and causes?

A nuke detonating in the atmosphere at that time period, apart from spreading radiation would have no affect what-so-ever on the discovery and later implementation of electricity.

An Electromagnetic pulse only affects unhardened electronic equipment for a second or so, it's not something that lingers.

The only way to have Humans not discovering electricity is to have an outside force perpetually intervening to prevent it, which is ASB.

Maybe a slavery dependant society, as was Roman's, would stop Humans of using electricity (Greeks knew electricity as a natural phonomenon, but lack the stimulus for developing electrical devices).

There's some book (I forget what it is called,) in which a much more powerful catholic church bands electricity, and in the mid 21st century, everyone still has buggy's and gas lamps.

Maybe the aliens/ASBs put some device in orbit that constantly blankets the Earth is some type of wave that disrupts electricity...
