I don't think so. maybe Heraclius is less successfuland can only hold Egypt and some of the LEvant then you might get what you want. I suppose any of the numerous dynastic upheavals could be the answer I am not a Byzantine expert but this is an interesting question.

You could take this as OTL since when the Crusaders took Constantinople and created the Latin Empire the remaining ERE was divided among contesting parts: the Despotate of Epirus, the Empire of Nicaea, and the Empire of Trebizond.
