What if,that the Independence declaration happened that time,when the dutch leaves indonesia?
The thing is, the PNI was far from the only movement working for independence at that time. There were other parties involved both long before that and long after that, considering the many movements that either wanted to rule all of Indonesia for themselves or break off and form their own countries. Before WW2 the biggest and most visible pro-independence movement was the one lead by the Indo-europeans, and it advocated a slow but gradual independence. Which, looking at statements made by the Dutch Government in Exile during WW2, would probably have been successful.
It came about 20 years too late, of course but still.
There's this idea in Indonesia of a National Revival that lead to a nationwide revolt against the Dutch that was supported by every Indonesian, but that's not the way things actually were. The idea of 'Indonesians' literally didn't exist, for one.
So, 'Indonesia declaring independence sooner' isn't really a good PoD. 'The PNI starting their campaign for control of the Dutch East Indies sooner' might be. The PNI just had the best luck adapting to the international political situation (even during the war by cozying up to the Japanese occupation). If the PNI hadn't juggled the Soviet Union and the USA as well as it did, it most likely wouldn't have won out.
Also, 'Dutch leave Indonesia'? That only happened after Independence.
