WI: Dutch settle in OTL French Quebec instead of Dutch New Netherlands and vice versa?

If the swedes still decide to settle in the same place OTL; won't they then be occupying the land that laters becomes Pennsylvania; specifically and more importantly Philadelphia?

If this is then correct where does the crown give the Penn family a charter?

Because there's a POD 30-50 years before the settlement of New Sweden and the location would be right between two warring powers that hated each other. Maybe they settle closer to the Dutch in Canada than in OTL Delaware?

The main reason was to grow (and trade for from the natives) tobacco in order to reduce or even eliminate tobacco imports in line with mercantilism. Colonising further north would not achieve this.

Thoughts about New Sweden while I think will lose it, I suspect it will happen far later.

The four power I could see Sweden lose it against.

England/UK, the most likely power to lose New Sweden too, but this will mean Sweden will only lose it in the Great Northern War.
The Dutch are still a potential threat, I think losing it as early as OTL is unlikely but the other likely point in time would be the Scanian War.
France, I would say this is the most unlikely power of the four to take it, but it's not impossible.
Denmark, I could see Denmark gaining or conquer New Sweden either in the Scanian War or early in the Great Northern War.

I suspect that if New Sweden survive until the Great Northern War, it would permanent keep a Swedish identity. The exception is a Danish conquest, if conquered by Denmark it would be assimilated because of the cultural, linguistic and religious similarities between the two countries.

Sweden was at war with Lübeck/Hannover, not England/Britain during the Great Nordic War. While George I did send the British navy (together with the Dutch navy) into the Baltic in an attempt to provoke the Swedes to aggressive action so that he could use his British throne to help his Hannovrian one gain Bremen (and its profitable Weser tolls) from Sweden, but the Swedes did not bite, despite the British and Dutch breaking the blockade Sweden had declared on its Baltic ports under Russian control (Reval/Tallinn and Riga mainly).

I have a hard time seeing how the English/British could go to war with Sweden to take New Sweden when they could not to take Bremen in the Great Nordic War. Earlier is more likely, IMHO.
