WI Double Vacany 1981

What Ronald Reagan had been killed on March 30, 1981 (say the bullet killed him, actually exploded, or he died in surgery), and Vice President Bush dies the same day (plane crash, car crash, assassinated in Fort Worth). Now, would Haig attempt to take the presidency, or would he follow the constitution and cede the office to Tip O'Neill, an outspoken Democrat? How would this affect the politics* of the 80s? The Cold War?

*Specifically, the 1982 Congressional election and the 1984 Presidential election

Tip O'Neill would want to strangle the DLC Democrats in their cradle- he was an outspoken opponent of Carter's DLC domestic policies. He was also a old wheelhorse for whom domestic politics, as TNF will attest (;)) was "New Deal or No Deal". Democrats will continue their civil war, but O'Neill is not at all bipartisan- an outspoken New Dealer- to see that the 1980 results clearly indicated that the electorate wanted a Republican President. Foreign policy wise- continues detente, no SDI, no MX, no Contra aid.
