WI: Dolphins or Orcas had hands?

There was no apparent enviromental-based factors that entered into marine mammals into developing prehensile appendages. But IF they did, would Orcas or Dolphins, in order to settle and build and manufacture, be living so far out to sea? And might they, presumably crawling with their hands, actually venture some way inland to hunt game?

most orcas are coastal (as are the orca-lookalikes, the Commerson Dolphin)

though they've got all the big game they could want out at sea:
  • great whites
  • sperm whales
  • giant squid
  • humpbacks
  • megalodon
Who said anything about concrete? The places I had in mind were small islands, or some patch of coastline, or the banks of an estuary. Like what seals would do.

one difference: if a seal ends up beached on a coastline, its lungs don't get crushed; the lungs of dolphins and whales do - that's why beaching is suicide.
