After the failure of the Irish Universities Bill in early 1873 Gladstone offered the Queen his resignation and recommended calling Disraeli to form a government. Disraeli declined, probably wary of Derby's troublesome experience with minority governments in 1852 and 1858-59, and went on to win the election the following year.
