WI: Dewey Defeats FDR

What if in the 1944 presidential election, Thomas Dewey had defeated FDR in the General Election? Would Dewey have dropped the bomb? Would he have repealed new deal programs? Would he be re-elected in 1948? Who would be his democratic opponent in 1948?
 
I honestly don't see much being different from 1945-49 if Dewey is elected. The War in Europe pretty much ends as OTL, the economy more or less goes as OTL, and Dewey desegregates the military. The only differences, is the Democrats keep congress in 1946, instead of losing it like OTL, there's no Fair Deal, and I wonder if Dewey would drop the bomb on Japan like Truman did, some of you would know better than me. '48 is a toss up to me, but I lean towards Dewey winning it. After '48, the question is how do the Cold war and the Korean war go TTL? My guess is if Dewey wins in '48, the Democrats win in '52.
