What if in the 21st century, the government of any developed country (let's say the UK or Germany) decided to radically reform their secondary education by, say, announcing the following:
Only National Language/Literacy and Maths classes shall be compulsory from ages 11-16
Other utilitarian subjects, such as the Sciences and IT perhaps, shall be publicly subsidised and provided free of charge, as would, say 2 hours of sport a week but not made compulsory - instead the pupils/parents would decide whether to enrol.
Everything else (Art, Music, History, Geography, Religious Education) shall not receive a penny from the taxpayer, and it shall be up to the customers/charities to pay for them
In addition, a pupil need not take all his classes at the same institution. He/she might take their maths classes at one 'school' and their English classes at another.
