The US wouldn't allow it. America was very anti-Mormon. Hence even the name "Mormon"; Mormon is a pagan idol, and that name was used to mock the followers of the Church of Latter Day Saints. Hence why the Mormons fled to Mexico in the middle of land no one else wanted (until someone finally wanted). Hence why to become accepted, Mormonism had to give up its eccentricities like polygamy and move towards being a more traditionalist Christian sect. The US will never give the Mormons that much power, and would be fearful that the Church of Latter Day Saints would try to pull some shenanigans of political power.
