WI: Czar Alexander II hadn't gotten out of the Carriage?

After an assassin bombed the Czar's carriage, Alexander got out completely unharmed to attend to a wounded Cossack Escort, and was promptly bombed by another assassin. So, what if Alexander had decided to stay in the carriage, to protect him in case of another bomb? One of his last ideas was to create an elective Parliament, the Duma, but the idea died with him until 1905. Would we see a far more liberal Russia if Alexander does not die then?
 
The 2nd bomb is likely still thrown, plus there was a 3rd man with a bomb, who might have acted had the Tsar survived blasts 1 & 2.I'm not sure that he survives even if he remains in the carriage. None the less, if he does survive, I would imagine that the idea for an elective parliament is put on the back shelf for a long time. Also, even if the tsar recovers from whatever physical injuries he may have suffered on 3-13-1881 and lived long enough and still had the desire to bring it into existance, the Duma will probably be dissolved When Alexander III ascends the throne
