WI: Cumming doesn't convice Pitt

What happens if Thomas Cumming doesn't decide to convince Prime Minister William Pitt the Elder to launch an attack on Senegal and Gambia?

PM declines to attack Senegal and Gambia....

...and this has effects global British policy in either the Napoleonic Wars (if Pitt the Younger) or 7 Years War (if Pitt the Elder) that I'm sure others can elaborate on. Or was the Senegal attack not so much a strategic move against France as a Napoleonic era, or post Napoleonic era attack on slave trading forts?

Pitt the Elder, sorry. For some reason, while making this thread, my mind blanked out on the fact that Great Britain had two Pitts.
