WI: "Contingency" was/is a real U.S. government program?

Not sure if this is the right forum, so apologies in advance if I misplaced it.

First, the video itself. I won't outline exactly what it is in this post because it has to be seen to be appreciated, but as it says on it the tin, it involves a contingency plan:


1. Could the U.S. (or any other government) have had a plan like this?
2. What are the circumstances that would trigger activation of the plan? Or are there none?
3. To what degree, if at all, would it actually work?

I saw this video in relationship to my thread Voices of Doomsday and frankly IT CREEPED ME OUT!

I don't see a U.S. society doing this. The cultural/religious onus against suicide would be just too great.

I could see a society with a code/society similar to World War II Japan adopting this. However, I don't think even there you would get 100 percent participation.
 
I can imagine the possibility that Nazi Germany, the Khmer Rouge or North Korea might have considered it - but even they probably wouldn't bother, if only because talking about the aftermath of final defeat is defeatist and thus treacherous...

About the only country on Earth that might even think about this sort of Charlie Foxtrot is the DPRK.
 
Hell no.

The US had contingency plans in the event of nuclear war.

But I can't imagine any country ordering their citizens to commit suicide in the event of surrender.

Heh, that Video's a pretty decent Creepypasta.

But no, the US wouldn't order its citizens to all shoot themselves; after all, how can one have contingency if a vast majority of the population is dead?
