Detroit, under Coleman young attempted to construct a transportation system quite similarly to the washington metro. If it had worked out, would it be able to help reverse the city's decline, keep its population above 1 million, and possibly even regrow up to 1.5 million? (Basing this scenario roughly off of my home town of Washington DVD)

Well there has to be a reason to use a public transit option beyond the old street cars and buses. From what I know Detroit is a car city, its in its bones.
