Bush did absolutely nothing about the Cole bombing after taking office. We didn't have confirmation that it was Al Qaeda until January of 2001, and Bush did nothing after that point. Clinton didn't do anything because it was close to an election and then the lame duck period, so he didn't want to start something when he had to hand over power. Bush came in and did nothing on the issue, and held no cabinet level meetings on terrorism until a week before 9/11. I'd expect Clinton to go after Al Qaeda harder after the Cole bombing, so the various government agencies would be on a much higher level of alert, and they'd have a greater chance of finding out about the 9/11 plot and preventing it.
And this talking point that Clinton was offered Osama, so he's responsible for allowing 9/11. This was before the African embassy bombings. Osama was a nobody back then, and they wouldn't have any evidence to prosecute him with.
