If Bill Clinton were impeached out of office and Al Gore became president, how would that change things? Gore would probably have been more likely to win the 2000 election, I think. What would that be like now?
Clinton was never going to be impeached, because getting two-thirds of the Senate to vote against him is close to ASB. A more plausible POD would be to have Clinton resign (which he was pressured to do from many quarters, IIRC).
My impression is that the Political class really misjudged public opinion on this one. Had the process somehow been speeded up I think it is possible that a significant number of Democrat Senators might have been persuaded that this would show them to be 'independent' and 'non partisan'.
There would have been a very sharp reaction in the following elections. Any Democrat voting to convict would likely be faced with a serious challenger and Republicans losing LOTS of seats.
I think this elects Gore quite easily in 2000.
Of course under the 25th amendment Gore would not be eligable to run again unless the events were postponed until spring of 1999- which I think unlikely.
