WI:Civil Rights Movement in the 80's?

I'm not sure how it could happen, but what if the Civil Rights Movement in America had somehow been delayed, and instead of taking place in the 60's, it happened in the 80's?

To begin with, what would be the POD needed for this to happen? Preferably one that happens after the end of World War Two...
 
World War II lead to the Civil Rights movement--all the African American soldiers coming back from fighting tyranny just to find tyranny in their home country. It pissed them off. I think a more substantial POD is needed.

The way I keep kicking the blacks in my TL, it might be the 80's till they get a movement....
 
Well,in my opinion,in a timeline in which the WW-II don't happen,the Civil Right movement can be delayed to 80s.

In a timeline in which WW-I and WW-II dont' happen ,the Civil Rights movement can be delayed.....now to 2010s.
 
IMHO the best POD is the 1850s. One of the compromises proposed to end slavery was to not officially end it until the early 1900s (this is a plan Lincoln subscribed to before the Emancipation Proclamation); this would certainly push Civil Rights back to the 80s
 
well if blacks stay Republican voters, northern blacks were an important part of FDR's New Deal coalition, slow civil rights started under FDR, Truman's 1948 desecration of the armed forces was the first major blow, after FDR and HST nothing could stop the 1950's civil rights, and only a southern boy (like LBJ) could pass all the bills, I mean I'll give Nixon his due, but he's a Quaker so...
