That is actually a complete misrepresentation of a statement made by Stalin at Yalta of a thought Churchill had at a previous meeting of the Big Three (at Tehran). The actual proposal, that Churchill had dropped by the time the Yalta Conference began, had been for two German states, a Northern Protestant Germany and a Southern Catholic Germany consisting primarily of Bavaria. It did not include Austria; the British and Soviets had agreed well before the United States entered the war (November 1941 in fact) that the Anschluss would be reversed and Austria would once again be independent of Germany. At no stage was a union of Austria and Hungary considered since this would have violated the treaties of Saint-Germain-en-Layte and Trianon, effectively starting the whole stupid business off again.
At Tehran, while Churchill was talking of carving Germany up into two or three states and reducing Prussia into the smallest possible size, Roosevelt was discussing anywhere between five and fifty successor states!
It is worth considering that date when London and Moscow agreed to the restoration of Austrian independence and at the same time that Germany Eastern Prussia after the war would be divided between Poland and the Soviet Union – November 1941. So at a time when the Wehrmacht had so far proven completely unstoppable and were bearing down on Moscow, Stalin was able to calmly make plans for post-war Europe!
