WI: Chetniks remain an anti-Axis resistance movement

It seemed at first that Draža Mihailović's Chetniks (the Ravna Gora movement) would offer resistance to the Axis occupational forces that partitioned the Kingdom of Yugoslavia. With the rise of the Partisans, he came to view them as a greater threat than the Axis and began collaboration in 1942 as a means of getting rid of the communist Partisans. Not to mention, the adopting of Serb-oriented ideologies and their atrocities isolated them from any potential supporters beyond Serbs.

How can we get the Chetniks to remain an anti-Axis resistance movement?
 
Earlier, more violent atrocities committed against the Serbian population by the Axis forces.

Or more earlier bloody clashes between the Chetniks and occupution forces.

If this happens and Draža is compelled to actually fight against the Axis, how effective could the Chetniks be?
