WI : Charles Louis-Napoléon Bonaparte stayed in Germany?

In TTL :
After the defeat of Napoleon at Waterloo, and the restoration of the Bourbon monarchy in France, all members of the Bonaparte dynasty were forced into exile. Hortense and (Charles) Louis-Napoleon wandered from Aix to Berne and finally to Baden and Augsburg

In OTL : they later chose to settle in Switzerland.

What if they stayed in Baden or in Bavaria and if (Charles) Louis-Napoléon became a citizen of one of those two future german states? :confused:

And then did what? Didn't go back to reclaim France? Or just stayed there? Cause if the second one, I think France would/could put pressure on the Badenese/Bavarians to expel him. A Beauharnais grand duchess (in Baden) or son-in-law (in Bavaria) is one thing, you can't really expel them without causing a scandal, however, here, Louis-Napoléon et al is just a cousin situated annoyingly close to France with an annoying claim to the French throne if the King of Rome were to die on schedule.

But I don't know if the Bourbons would exact revenge in a murder duc d'Enghien style.
