Say the Carthaginians win the Second Punic War and just to avoid a Third Punic War they conquer Rome. Several years later they conquer Massilia for control over the Mediterranean. At this point, Carthage is the undisputed master of the Mediterranean once more.

Now, with a Punic city that close to the Gallic tribes, and since the Punics were traders not really much of conquers. How would the Gallic tribes evolve with this nonagressive trade power right next door?
 
We might something like the relationship between Europe and Africa in the early modern period. War between gallic tribes over natural resources that are then traded away to the economic behemoth that is Carthage.

That would be interesting, since the Gauls like most Celtic peoples were a more aggressive and warlike people, you may be right. I think eventually though some larger tribes or even Kingdoms would form out of these raids. After all unlike the Africans the Gauls had a common language, some vague since of identity and a common religion. So how would these Kingdoms evolve with no aggressive power like Rome stepping in?
