WI: Carter Investigated Ford Over the Nixon Pardon

In the aftermath of Ford's pardon of Richard Nixon, there was a great deal of criticism, and suspicion that there was a secret deal behind the scenes orchestrated by Ford and Nixon. What if a vindictive Carter (yes, I know, but assume so for the scenario) had gone hard after Ford once in office and investigated Ford and his administration in regards to the issue?
 
Very unlikely they would find a smoking gun. Ford was the House Republican leader, so he was the natural successor to Agnew.

Even if there was a deal, Nixon would have avoided putting it on tape. Making such a deal would mean he knew he was busted in Watergate and he would make a point of covering his tracks when he gave Ford the Oval Office in exchange for a pardon.
