Historically, Carl Schurz was chosen by Abraham Lincoln to be the Ambassador to Spain, over William Seward's objections. In this post he managed to convince the Spanish Government to maintain strict neutrality for the duration of the war.
Now, suppose Seward won Lincoln over and someone less able was sent as ambassador to Spain. Would they still move in a direction of total neutrality? Or would they begin to covertly, if not openly, support the Confederacy on the basis of preferring a divided Union than a United one (which would be a larger threat to Cuba)?
