What's the POD? OTL, Bush-Cheney & Co. were looking for a means of implicating Iraq in the terror attacks as early as 9/12!! Cheney and Wolfie and Rumsfeld, et al., die-hard supporters of the "Project for a New Americans Century," had been gunning for Iraq since '92. Their whole philosophy was to take over the Middle East, show the world that America has the biggest dick around, and make everyone else bow down before the might of the US military, insuring US hegemony for the for-seeable future. As long as those fuckwits are running the show, "Iraqi Freedom" <gags> goes off as planned.

Wolfowitz did want to invade Iraq. As did Cheney and Rumsfeld. Others in Bush's team of advisers, such as Colin Powell and Condoleeza Rice did not, but they were over-ruled and steamrolled. And in the case of Rice, it fit into her "transformational diplomacy" ideas in regards to the Middle East.
Those people twisted the facts to find a casus belli against Iraq.
There was a plan to punish Iraq- arguably derived from Bush Sr. and Clinton. But the difference is that neither of those two wanted to take it all the Baghdad. (In fact, Cheney is on record saying taking it to Baghdad at any time would turn out to be a disaster)

Of course it was the wrong thing to do, there was simply never a case for war and the Iraqi people are now a lot worse off than they were under Saddam.

Edit: and as for Insurgents killing thir own children and wives, while there were numerous sucicide bombers who did take the livs of innocent women and children, not all of them were exclusivly killed by Insurgents. Or did you forget the sharmeet that are known as Blackwater USA?

What effect would even less boots on the ground have on the war? As it is, America didn't have enough to secure the areas it conquered as it advanced. In this TL, with a (slightly) richer Iraq? After all, by 2003 Iraq was showing its first signs of real growth since Desert Storm...
