WI: Bureau of Indian Affairs put under the War Department

There was a movement to put the Bureau of Indian Affairs under the War Department.

So what would the effects be if they succeeded?

I'm guessing the Indians would see their Reservations turned to Military Districts and learn the joys of martial law.
