Probably not, as there was a very bad winter, which badly damaged the Arab armies, while their navy was inferior to the Byzantine forces, due in part to Greek Fire. A better way would be to have the First siege succeed. Say, by killing the inventor of Greek Fire, possibly weakening the Byzantine navies enough that the Arabs could succeed.
Failing that, have the Arabs take a strategy of 'divide and conquer'. Weaken the Byzantine powerbase by taking over Anatolia, then invade Greece. Cut Constantinople off from the rest of the world with fleets in the Black and Aegean seas. Then attack the city. A kind of distant siege. Seems smarter than going straight for it to me, at least.
Well Constantinople had HUGE Walls... Without proper siege engines or gunpowder these walls were impossible to penetrate... Maybe if Arabs kept maintaining the siege for quite sometime they could starve the city to surrender though i think its unlikely because someone would have come to Byzantine's aid...
