WI: British Russian Personal Union?

    Let’s say that in the middle of the 19th century the British and Russian Empires got into a personal union through Alexander II and Queen Victoria getting married. How would this new empire shape history? Where would it he headed from? London? St. Petersburg? Or would it have two capitals? How would religion look like? Would the Church of England reform to go into communion with the orthodox? Would there just be two official religions? Would it be secular?
