WI Board of Estimate of City of New York v. Morris is Ignored?

For those who don't know the New York City Board of Estimate was a 8 member body who controlled a number of municipal issues in NYC- the 8 members were the Mayor, Comptroller, City Council President, and the 5 Borough Presidents. In the late 80's the Supreme Court ruled the Board violated the 'one-man, one-vote' policy, because the 5 Boroughs had widely different populations, and ordered it changed.

So in this TL the legality of the Board of Estimate of New York City is challenged in the 70's, rather than in the 80's. NYC was facing bankruptcy in the mid 70's and this is the same time the Daily News printed its famous (and erroneous) headline "Ford to City: Drop Dead" commenting on Ford's refusal to bailout NYC with Federal Aid.

In fact, in this TL, the Supreme Courts decision to order NYC to change its Board of Estimate policy (a costly endevor) comes out the same day as the Daily News headline "Ford to City: Drop Dead". The Supreme Court decision, and the headline, have been released after weeks of fare hikes, layoffs, wage freezes, closure of libraries, hospitals, and fire stations, with labor and teacher Unions purchasing city bonds with pension fund money to prevent default, putting the pensions at risk.

With tension high in the city, and rejection from 2 branches of the federal government, NYC refuses to abide by the Supreme Courts ruling, making it difficult, if not impossible for Ford to later recant and grant federal aid.
