WI: Blaine doesn't run in 1884

Chester Arthur came close as it was. Would they nominate a clearly dying man? I think they might if they get a strong enough Vice President, knowing he'd become president. But, they Democrats probably still win then because said worries would be exposed.

John Sherman was close in 1888 - he might be a good candidate in '84, on his own or as Arthur's VP.
