WI:Bill Clinton Assassinated on October 29th,1994?

October 29, 1994: Francisco Martin Duran fired at least 29 shots with a semi-automatic rifle at the White House from a fence overlooking the north lawn, thinking that Clinton was among the men in dark suits standing there (Clinton was in the White House Residence watching a football game). Three tourists, Harry Rakowsky, Ken Davis, and Robert Haines, tackled Duran before he could injure anyone. Duran was found to have a suicide note in his pocket and was sentenced to 40 years in prison.

So Let's say things went down differently. That Clinton was standing outside, and that one of Duran's bullets found it's mark and killed the President. Obviously this makes Al Gore the new President. What happens after this?
 
How big an impact does this have on the mid term elections? I kind of guess that the Republicans make lots of gains but probably fewer than in OTL.

Of course this also stop Gore running in 2000.

Term limits - should Gore be re-elected in 1996, he's already served more than half of Clinton's term, so he's unable to stand in 2000.

If Gore became president after January 20 1995, then he hasn't served more than half of Clinton's term, so 2000 is possible.

22nd Amendment:

Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term.

Because he takes office more than two years before Jan. 20, 1997, the day Bill Clinton's first term was supposed to end. It's stated in the Constitution that a vice president that takes office as president more than two years before the end of the term of his predecessor, he cannot seek election twice. If Gore had taken office in 1995, however, he could have seeked election in 1996 and re-election in 2000. That's what I did with Dick Cheney in my first timeline.

22d amendment of the U.S. Constitution, section 1: "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."

President Gore, having served two years and three months of the term to which Bill Clinton was elected in November 1992, would be allowed to run for another term in 1996 but would be disqualifed by the 22d amendment from seeking another term in 2000.

Could Gore defeat Dole in 1996?

Would facing Gore, instead of Clinton, lead the Republicans to nominate someone else who might energize the Republican base?

For instance, what might have happened if Jack Kemp got the Presidential nomination instead of Bob Dole? Or Phil Gramm?

What would happen if Gore nominated Bob Kerrey to serve as his Vice President and, presuming they were re-elected in 1996, the 2000 contest was Kerrey vs. Bush?

1996 is an even bigger rout. The Republicans didn't really try very hard to get a good candidate, the economy is doing swell, and there will quite the sympathy vote for Clinton.

2000 is full of butterflies...who knows what happens then?
