WI Beust's proposal was accepted by Leopold II of Belgium.

during the Luxembourg crisis the Austrian foreign minister proposed that Luxembourg should be given to Belgium in return Belgium give land to France, in otl the Belgium king refused. So WI the proposal was accepted what land old France take from Belgium and how would the effect the 1871 war if it happened.

Edit: since this crisis happened before International African Association happened so how would effect Belgium colonisation of Congo if France too West Flanders.

Luxembourg by that time was a sovereign & independent country, although under the crown of the house of orange up till 1890

so why should the netherlands cede luxembourg to belgium so france can benefit? that is a crazy scheme that was delirious at best

After 1890 it went from the house of Orange-Nassau (younger Ottonian line*) to the house of Nassau-Weilburg (elder Walram line*).
The Netherlands only would probably not be in a position to do anything about it, but Prussia and the other German states will be alarmed and likely be against it; so they will have plenty of allies.

(*= the split occured in 1255, when Walram and Otto formally divided the Nassau lands)
