No, it isn't. It's actually a pretty nicely balanced force IMO. Two types of mountain gun, 1 each howitzer and gun. Two types of field guns (80 and 104mm) and two of field howitzers (100 and 150mm) the only thing out of balance is the number of light field guns, (80mm M5) which will be shown to be too light, just as in all the other nations, which will eventually move to 105mm field guns/howitzers. But for the beginning of WWI, this is a decent artillery park. Were there actually enough? Probably not. Everyone found this out, quite quickly, and the AHE probably didn't have enough ammunition either, just like everyone else. What would have helped to some degree was infantry mortars, the IJA was using them in the RJW, since that was only a decade earlier it is to some degree understandable why they aren't more common in the worlds armies.
Hand and rifle grenades would be nice too, but all that is asking for a crystal ball type of knowledge. Your basic infantry rifles are good, your MG's (the Swarzlose MG) was sturdy and dependable, all in all the AHE equipment wasn't to be scoffed at. I am by no means an expert on the AHE armies, but to my mind the main problem resided in its leader, Conrad. Put someone else there and it would probably have done better. Oh, and some Burstyn tanks would be another item on the wish list. :)
