WI better Brit Territorials in 1914?

WI the British Territoral Army underwent a series of role and capability creeps between it's creation in 1908 and the outbreak of WW1? After each international crisis and hiccup the govt added that bit more to the TA; modern weapons, more training, less legal impediments to using them overseas.

The possibilities I see are a few more divisions facing Von Kluck; the 4th and especially 6th RA divs sent earlier and perhaps joined by some TA divisions by September or October. Although this is probably a small thing in the grand scheme.
More importantly to build up the TA artillery to half the strength per unit of the RA (German reserve divs had half the gun strength of their regulars) British artillery factories would have to double their production in the years leading up to the war. Similarly to provide shell for these newly acquired guns would mean a big increase in shell production leading up to the war. Would this ameliorate the shell shortage much?
With a better TA would the expansion of the army in 1914 use this existing organisation instead of creating the 'New Army'? Would such an expansion provide better results that IOTL? Would the Somme happen earlier and be more successful for instance?

Any thoughts?
 
IIRC, the Haldane Reform for the TA (TF in those days) system was established to make the reserves more useful and thereby act as a sop to those who urged peacetime conscription. So it could've been done if there was the political will: interesting if a compromise solution was every male/select males had to undertake some training with the reserves.

But it being the UK and the army being kept pared to the bone in peacetime, with the TF receiving even less spending, if you'd had the above you'd probably have had a better equipped/larger regular army too.
