WI Bernie Sanders not elected to House in 1990

In OTL, Bernie Sanders was first elected to the US Congress in the 1990 midterms as an independent, less than two years after the end of his stint as Mayor of Burlington. What would have been the effect on his career had he either not run that year nor been elected? How might this best be achieved - for example, would it help had Peter Diamondstone, founder of the Liberty Union Party which played such an important part in Sanders' career, gotten a couple hundred more votes to get the Democratic nomination?

And depending on how this is done, and where (if anywhere) Sanders goes from there, how is American political and general history subsequently affected? And I do implore, for the sake of keeping this relevant to the After 1900 Forum - please, please try to start with how (if at all) the 1990's and early 2000's are affected, before turning to the decade prior to 2016, and only after that consider effects on more recent history. Thank you.
 
IMO anything dealing with a current presidential candidate is current politics and should be moved to Chat, even if the POD is thirty years old (or even older)..

The problem with a 30 year (or older) PoD being in Chat is the only thing anybody ever talks about is what changes in the past four years, as if there wasn't obviously a host of prior things that would change prior, which is incontrovertibly going to change the context of the past four years, to that which would need to be reconciled with before we could even get to that. If nothing else, putting this in After 1900 puts the question in the context of "we most likely need to cover the shorter term effects before getting to recent history", which is explicitly how I want this question debated.
 
Probable the most important question, was his seat pivotal in any votes?
What would pass/not pass if Sanders wasn't in Congress?
