WI: Baldwin quits in March 1931

According to Stuart Ball, in March 1931, Baldwin was depressed by the party's disunity over tariffs and India and decided to resign as leader of the Conservatives, before being talked out of it by his wife. What if Baldwin does resign? Who succeeds him as leader? (Hoare, N. Chamberlain, A. Chamberlain, Amery or Halisham?) Do the Conservatives give into the grassroots and Beaverbrook and Rothermere and commit to a full tariff programme? (with negative electoral effects?) If the financial situation deteriorates as OTL, does a National Government emerge under MacDonald, or do the Conservatives hold out for a general election?
