WI: Australia never becomes a nation

In the 1st January 1901, after a long process and approval by Queen Victoria, the British colonies on the Australian nation came together to form the Commonwealth of Australia.

But what if Australia never became an independent nation. For example, as a result of the Queen refusing to give the Commonwealth of Australia Act her royal assent?
 
She wouldn't do that.

I suppose it could be plausible for the States to become independent separately, but there was just too much to be gained from Feeeratipn for that state of affairs to continue for vet long.

Australia was not an independent nation in 1901 and most certainly wasn't one until 1931 with the Statute of Westminster.
