I think so too.Maybe some states would unite,and some will become independent.It would probably split apart.
It is going to be better with this plan,the biggest problem of the AoC was that the Congress couldn't really raise fundsIf the AoC are kept, then a mess most surely ensues.
But, if you can somehow reform them, then perhaps the US could become a second Switzerland of sorts.

Probably individual state purchase.I don't think they would be united enough for a collective purchasePerhaps having Rhode Island participate in the convention could lead to interesting consequences. RI is a small state, and it is said that the New Jersey Plan was supported by the smaller states.
Although i wonder how exactly are the US going to purchase Louisiana with a less powerful federal government. Collective purchase? A piecemeal of gradual, individual state purchases?
