WI: Art Deco never catches on?

What if Art Deco ends up as just a fringe movement that doesn't develop any further than what was shown in the Esposizione international d'Arte decorative moderna and made in Society of Decorative Artists? How would modernism and architecture develop in this TL?
 
Well, a lot of impact on the city of Napier, New Zealand.
It was rebuilt after the 1931 earthquake with LOT of Art Deco architecture. It's one of Napier's selling points that it's a rare example of that remaining.
 
The interwar period would likely see more buildings in Art Nouveau/Jugendstil instead, only becoming more streamlined, before an alternate form of *Modernism catches on.

Frankly, I would have preferred that sort of a world.
 
The terrifying prospect is that, instead of being replaced by Deco, Art Nouveau continues to dominate for longer and every single pre-war building in Scotland ends up as yet another Charles Rennie Mackintosh knock-off.
