WI: Arab states refuse to halt 1973 oil embargo

I am working from memory but I believe at the time there was very little refining capacity in most of the gulf states. WHile they had plenty of crude, most of their refined petroleum products were imported back into the countries. If this was so not allowing refined product to be reshipped back to them would be a pressure point. If I remember correctly theuy quickly realized this and began to build enough capacity to be selkf supporting.
