What if Arab Cooperation Council Stronger and Longer Lasting?

The Arab Cooperation Council of Egypt, Jordan, Iraq and Yemen was formed in February 1989 to increase economic, military and political cooperation between its member states. The ACC, during the short period it survived, mostly focused on reducing unemployment in the four nations and creating an integrated Arab brigade. The ACC collapsed with Saddam's invasion of Kuwait in 1990.

So lets say Saddam does not invade Kuwait and the ACC actually becomes a successful long lasting organization. What could the four nations achieve together? Could each of the nations economy's recover and prosper? Could their military's effectively cooperate and integrate? Would any other nations join the ACC? What of the Palestinian issue and the rivalry with the Gulf Cooperation Council?

Somalia and Djibouti showed interest to join the ACC but were asked to wait until the ACC would be consolidated.
