WI: Approval Voting

The inspiration for this thread is that my hometown is currently poised to become the first city in the United States to use approval voting for municipal elections- city commission, mayor, and municipal judge positions- pending the results of the election next week. During the campaign, I learned there were rumblings back in the 1980s to enact approval voting at the state level in North Dakota, but nothing came of it. My question to you guys is what do you think would've happened had North Dakota enacted approval voting at the state level back then? Could it have spread to other states (Minnesota, South Dakota, Vermont, California, or Nebraska seem like plausible places)? What impact could it have on national politics? I'm not sure how much it would change about North Dakota politics, but, if adopted in Minnesota as well, it might prevent Ventura from becoming governor of Minnesota.
 
I could see this leading to EVEN GREATER backlashes in elections. Second choice candidates stand a better chance but voter remorse is likely to follow. There is also the issue of receiving a majority.
