WI: Annual general elections in Britain

Of the original demands put forward by the Chartists in the People's Charter all but one demand has thus far been met, namely that of annual general elections. In the timelines I have read where the Chartists are fully successful in implementing their demands this one tends to be dropped as a compromise.

What would the political ramifications of annual general elections be on the UK, and would it have been as egalitarian as the Chartists assumed?
 
I think one of the reasons it was dropped was because 1) electioneering would take up too much time from governing 2) elections cost so annual general elections would favour the richer parties.

yep that's what happened in the US with the House elections every 2 years.
