The new German leadership ditches the plans for the HSF and signs trade and naval limitation treaties with Britain. Owning to growing Anglo-Russian strategic competion, and the new liberal political atmosphere, they give up the possibility of an alliance with Russia, Bismarck's obsession. Since they are skeptical with the long-term solidity of the Hapsburg dynastic state in a war, they forsake alliance with A-H also. Moreover, with the new liberal atmosphere at home, they are not so cozy with the Hapsburgs nor averse to complete Bismarck's work and bring Austria and Bohemia in the German Empire anymore, either. According to the terms of the Alliace, Germany forsakes to develop a fleet beyond 35% of the British one, and Britain pledges to protect the coasts of Germany (and Italy) if the allies are at war with another power. If any member of the Alliance is attacked by another power, or finds itself at war with more than one other power, the other allies are bound to help. Germany and Italy have a secret partition treaty of the Habsburg Empire in case of war or an internal collapse. And yes, Italy is true to her alliance.

France already has an alliance with Russia, which they wish to strengthen. They may also try to build an alliance with A-H, but owning to Russian-Austrian competition in the Balkans, they may or may not be successful.
