Such a blanket negative statement simply reads as ASB. Apart from the naval rivalry, there were not core issues for hostility between London and Berlin. They had a commercial rivalry, yes, but so did UK and USA and see where they have been for the 20th Century.

The core differences are present in how Berlin and London governed. The government is dominated by conservative militaristic Prussia.
 
The British problem wasn't just the Germans building a navy, it was the type of navy t was building. OTL's fleet of battleships obviously built to challenge British control of the North Sea is a very different beast to an ATL fleet composed of long range cruisers.

Conservatism and militarism were by themselves no big obstacle to friendly relations. The British ruling elite was moderately liberal, not radical democratics. Having said that, probably the same PoDs that lead to an Anglo-German detente cause some kind of liberal reforms in German Empire, so it gets more akin to Britain in that regard. Russian ruling nobilty was by far more conservative and undemocractic than the JUnkers, yet Britain made an alliance in 1907. As for militarism, it was only a problem only insofar as it looked it was directed against Britain, by the way the HSF was built and Willy and Weltpolitik cronies' crude boasting. If, as others said, they build a different kind (few battleships, many long-range cruisers) of fleet and make its growth gradual, militarism shall be no problem. London shall love a big Heer atimed against Russia.
