WI American states' claims not resolved?

What if, by the time of the Constitutional convention (If one happens at all), the Congress of the Confederation had not been able make the states give up their conflicting Western claims? Would this start a war if left unresolved, or if the Constitutional Convention took place what would the consequences be there?
 
Remembre that the Articles of Confederation were written in 1776, but not adopted till 1782. Marysland was the last state, to adopt them, After Virginia [last state to do so] finally gave up Her Claims.

If several of the States were still holding out After the War, there would have been NO US.
