I had a thought for an alternate League of Nations that could have grown out of the end of the First World War, the result of an Alternate Versailles.
Rather than large restrictions on the German economy, and instead of large annexations of Germany Territory to its neighbours, the Entente break of parts of Germany into smaller statelets, as part of a Federation - which the Great Powers of the Entente are also part of (maybe Germany, but Germany might have to ask).
The system would be roughly federal. With two tiers.
First Tier Members (The Great Powers) have few restrictions, but each have to assign forces for the defence and military actions of the League of Nations
Second Tier Members (Those little statelets that can't) have no foreign policy, but do have domestic independence with the exception of a 5% levy on (businesses/imports/income) that goes to a joint budget that pays for the First Tier Members forces. They cannot have a military of any sort.
The League can accept First Tier Members on unanimous agreement of First Tier Members.
The League can accept Second Tier Members on a simple majority of First Tier Members.
Assuming such a system is assembled, which creates a vastly demilitarised 'joint empire', what impact does this have? What would the inclusion of a nascent Israel (and post-Mandate states) as Second-Tier Members have on history?
