WI Alternate Kulturkampf

IOTL, the Kulturkampf was largely a failure that cemented the Center Party as the first foremost representative of the Catholic population but what if Bismark objective of reducing the influence of Rome in the German lands, especially Prussia, was done in a different way? I think a big problem was that the policies didn't exist in a vacuum but that they were usually followed with discrimination against the Catholic population which obviously made the policies against the Catholic Church influence seem like just a extension of the already experience discrimination, so the idea behind this What-If is to ask what could be the alternate policies and what effect would they have in the early political life of the German Empire, especially in the field of elections and parties formation, also as a bonus how would the Poles in Posen and Upper Silesia be affected by it, especially if the contemporary Germanization policies still took place?
