Let's consider that, introducing several PoDs during the Napoleonic Wars, Austria manages to get a more advantageous position (specially regarding a weaker Prussian situation) for the Congress of Vienna and she is able to obtain the following clauses:

- Keep the Polish borders of 1795 (keep West Galizia).
- Apart of Milan and Venice, establish a vassal Kingdom of Northern Italy, including all the Italian territories north of the Papal states.
- Do not restore the Swiss Confederation. Keep the Swiss cantons as free states under sovereignty of the Austrian Emperor.
- Put the whole Kingdom of the Netherlands under sovereignty of the Austrian Emperor. In exchange, the Orange-Nassau obtain all Luxembourg and keep Hesse-Nassau.
- Give the Rhineland to Austria instead of Prussia.
- Keep the Swabian States and Bavaria in a sort of alternate German Confederation with Austria (along with the Netherlands, Northern Italy and the Swiss Cantons). No German Confederation with Prussia.

Prussia keeps also the Polish borders of 1795 and obtains part of Saxony, but nothing more.
