First on, being pedantic, there is no Ruhr Valley, the area there is too flat to have valleys. Its usually called the Ruhr Area.

Now, the French and Belhians were there on the pretext of reperations, which Germany sought to lessen by simply letting inflation soar. A trick, of course, but Germany kept to the Treaty of Versailles, while France and Belgium, err, didnt. So if the French and Belgians are still there it would have to be connected to the entire question of reperations. Its possible of course that this question is not settled in the given time, but I can only see that in the context of heightening escalation.

Basically, it would require fo rbth France and Germany to not make compromises, and I could see France losing any sympathy if it keeps occupying the Ruhr Area. Eventually, if a German government feels strong enough it can try to regain it by force. Sure, the official Wehrmacht was restricted to 100,000 men and no heavy weapons, but add in all the inofficial militia like the Freicorps, and the secret projects (like secret aviation and submarine projects) and its possible.

As for the Nazi Party, that was a quirk of history anyways. Most any PoD would result in a non-Nazi Germany. That doesnt mean therell be a nice Germany instead. Indeed, French-Belgian occupation of the Ruhr will only serve to udnermine teh Weimar Republic even more, who will live maybe even shorter. The most likely outcome then is a nationalist-conservative dictatorship of the classical type, possibly also involving the military.
